WORLD SCHOOL CHESS CHAMPIONSHIP
PANAMA CITY/ PANAMA – MAY 28TH – JUNE 7TH 2020
This is the official invitation to all FIDE Members Chess Federations and eligible players to participate in the World School Chess Championship 2020 (categories Open and Girls under the age of 7, 9, 11, 13, 15, 17 years old). The championship will be held in Panama City from May 28th to June 7th 2020, under the auspices of the World Chess Federation (FIDE) and the Panama Chess Federation.
2. Playing Venue:
The games will take place in ALBROOK CONVENTION CENTER in WYNDHAM PANAMA ALBROOK MALL HOTEL & CONVENTION CENTER in Panama City; 35 minutes from 2 main airports: Tocumen International Airport (one of Americas Hub) and Panama Pacifico Airport.

4. Technical Regulations:
4.1 The tournament will be played according to the Swiss System in 9 rounds and shall be goverment by the General Rules Regulations for FIDE Competitions.
There shall be 6 categories: Under 07, Under 09, Under 11, Under 13, Under 15 and Under 17 with separate events for Open and Girls (in total 12 championships).
Players entitled to participate in each category are:
Under 07: Players born on or after 1 January 2013
Under 09: Players born on or after 1 January 2011
Under 11: Players born on or after 1 January 2009
Under 13: Players born on or after 1 January 2007
Under 15: Players born on or after 1 January 2005
Under 17: Players born on or after 1 January 2003
4.2 FIDE Member Federations & FIDE-endorsed Chess Academies shall have the right to send as many players as they wish, registered only through the National Federation.
4.3 Players with personal rights of qualification, according to FIDE handbook D.04.08 article 4, are entitled to free board and lodging for 10 nights sharing a double room.
4.3 Time control is 90 minutes + 30 seconds increment for every move starting from move one.
4.4 Default time is 15 minutes. Any player who arrives at the chessboard after the default time shall lose the game unless the arbiter decides otherwise.
4.5 The final ranking order of the players is determined by the number of points scored. If two or more players are tied for the first place or for any prize, the tie shall be broken in the following order:
- Direct Encounter points (applies only if all tied players have played each other),
- Buchholz Cut 1,
- Greater Number of Games with Black Pieces (unplayed games shall be counted as played with White).
- Greater Number of Wins.
5. Prizes, Titles & Certificates:
5.1 Before the beginning of the first round, a list of the prizes to be awarded to at least the 6 highest placed participants, including special prizes, shall be published together with the rules for their award. The Organizer shall also award Gold, Silver and Bronze medals to the players taking the first three places in each event. Trophies for first place and medals are awarded after applying tie-breaks.
5.2 For Under-13, Under-15 and Under-17 categories, finishing first equal up to 3 players shall be awarded the FM/WFM title. The Silver & Bronze Medal winners shall be awarded the CM/WCM title. The titles are awarded According to the conditions in the FIDE regulations below.

5.3 Certificates shall be awarded to the players who finish in the top three positions.
5.4 Certificates of Participation shall be given to the players.
6. Appeals procedure and Appeals Committee:
6.1 The Appeals Committee shall be 3 persons, one of whom may be the FIDE Technical Delegate. Appeals Committee will be announced later.
6.2 A protest against the decision of an Arbiter must be submitted in writing to the Chief Arbiter, within one hour after the end of the related game.
6.3 A protest fee of USD $ 220 (€200) shall be paid to FIDE which is refundable if the protest is upheld. The Appeals Committee may also decide to refund the fee if it considers that the appeal was not frivolous.
6.4 The decision of the Appeals Committee is final, binding and takes effect immediately.
7. FIDE Entry Fee:
In accordance to the FIDE Financial Regulations, article 5.1 (https://handbook.fide.com/chapter/A03), the Entry Fee for the players is USD$ 45 (€40). This shall be paid directly to FIDE.
Article 15 of the General Regulations for FIDE Competitions (https://handbook.fide.com/chapter/D0401) establishes financial fines for late registration, withdrawal or non-presentation.
8.1. All Participants are obliged to stay in official hotels and bookings must be done only through the organizers. The rooms will be booked on the principle of FCFS (First Come First Served).
8.2. Accommodation for each participant for 10 days includes meals (breakfast, lunch and dinner) at WYNDHAM PANAMA ALBROOK MALL HOTEL & CONVENTION CENTER

Prices per person: (The Organiser will choose the hotel where participants will be accomodated) •
- A total of USD $740 (€680) total in a double room for 10 nights with meals included (USD $74.00 per day) •
- A total of USD $ 685 (€630) total in a triple* room for 10 nights with meals included (U$ 68.50 per day)
- A total of USD $ 1035 (€950) total in a single room for 10 nights with meals included (U$ 103,5 per day) •
*There are a limited number of triple rooms (most of wich has one queen size bed and one single bed).
8.3. In addition to the players with personal rights mentioned in article 4.3, the Organiser will also provide FREE board and lodging for 10 nights in a shared double room for one (1) accompanying person per federation having a minimum participation of six (6) players. The accompanying person must have a valid licence as FIDE trainer to be eligible for this offer.
8.4. The Organizer could also offer special discounts for the delegations which have at least 20 persons (participants).
8.5. The above offers are guaranteed only for registrations and bookings up to 14th of April. After the final deadline of 14th April, rooms may be offered at an increased cost and only upon availability with a USD $ 100 (€92) late registration fee.
9. Registration procedure, visas and deadlines:
9.1 The National Federations which intend to participate shall submit their registration before 14th April to the email: firstname.lastname@example.org. All entries shall include full name, rating, accompanying persons, accommodation type, dates of arrival/departure, special feeding requirements or special conditions for players with disabilities and receipt of bank transfer.
9.2 The date of birth of each player must be given and must correspond with the birthday reported on his passport or other travel document. All travel documents must also be submitted at least 1 month before the the start of the event, if visas are required. The Organiser shall not be responsible for late submission and application for visas. Panama migration authorities can ask for the return ticket, solvence and lodge information when performing the incoming procedure to the country.
9.3 As for the hotel payment for all players, officials and accompanying persons, a minimum of 50% of the total amount must be paid to the bank account before the deadline of 14.04.2020 and the rest 50% should be sent to the bank account before arrival and settlement.
9.4 Each player, official and accompanying person shall pay a USD $100.00 (€92) registration fee for the event to the bank account listed below. The registration fee must be transferred as for the hotel payment for all players, officials and accompanying persons, a minimum of 50% of the total amount must be paid to the bank account before the deadline of 14.04.2020.
The Registration Fee includes airport transfers from/to the oficial hotels, accreditation, organizational expenses and coffee, tea, water, at the tournament halls.

10. Flights / Airport Transfers / Weather:
The nearest airport is Tocumen International Airport, about 20 km from the hotels & venue. The Organiser will provide transportation on arrival and departure dates from Tocumen International Airport to the official hotel. Weather 30 degrees Celsius.
11. Image Rights:
Any player, parent, delegate or legal guardian, when registering gives consent and authorization to the Panama Chess Federation for the use of the player’s image, in any type of media or official publications related with the event.
